The 2014 LWV National Convention adopted a three-part study on “Key Structures of Democracy”. One part of this study is designed to provide the League with principles on which to base a decision to approve or oppose amending the Constitution.
Materials for this component have now been made available, including
- consensus questions,
- a study guide,
- links to a 2001 article by Kathleen Sullivan entitled Constitutional Amendmentitis that appeared in The American Prospect and a rebuttal in the form of a 2004 working paper by Adrian Vermeule on Constitutional Amendments and the Constitutional Common Law.
Additional articles, including synopses of the last two papers above, can be found on the resource page for the study.
LWVA is forming a study committee with the goal of holding a consensus meeting in November in order to meet the December 1 deadline for reporting results to LWVUS. If you would like to participate in this committee, please contact Kathy Campbell.
